Líder do governo propõe duas faixas de reajuste para aposentados

O líder do governo na Câmara, deputado Cândido Vaccarezza (PT-SP), vai propor aos líderes partidários um aumento escalonado para os 8,36 milhões de aposentados que ganham acima de um salário mínimo. Segundo a proposta, seria concedido um aumento de 7,7% para quem recebe entre um e três salários mínimos de 2009 (R$ 465,01 a R$ 1.395) e de 6,14% para os valores acima de R$ 1.395.

O aumento das aposentadorias de valor acima do mínimo está previsto na Medida Provisória 475/09, relatada por Vaccarezza. A MP prevê reajuste linear de 6,14%, gerando um despesa estimada em R$ 6,701 bilhões para o INSS, segundo o governo.

Há uma pressão da oposição e de alguns partidos da base aliada para que o reajuste fique em 7,7%, o que elevaria a despesa em mais R$ 1,1 bilhão. Contra esse aumento, o governo teria demonstrado “simpatia” com a idéia apresentada pelo relator. Sem querer citar números, Vaccarezza afirmou que o reajuste escalonado teria um impacto orçamentário inferior a R$ 1,1 bilhão.

O deputado disse que até o dia da votação, marcada para a próxima terça-feira (27), vai negociar a questão com o Executivo e com os líderes na Câmara.

A proposta feita por Vaccarezza esbarra, no momento, em dois problemas. O primeiro é técnico. O INSS ainda não respondeu se pode viabilizar em pouco tempo o aumento de forma diferenciada para os mais de 8 milhões de benefícios atingidos. O segundo, mais grave, é jurídico. O relator reconhece que um aumento por faixas pode ser questionado na Justiça por aposentados, alegando ofensa ao princípio da equidade – todos teriam direito ao mesmo percentual de aumento.

Em consulta a advogados, Vaccarezza afirmou ter ouvido opiniões contra e a favor ao reajuste escalonado. Apesar disso, o deputado defende a proposta, que, segundo ele, vai proporcionar aumento real a todos os beneficiários e favorecer os que ganham menos. O princípio relevante, diz o relator, seria o distributivo.

Os aposentados que ganham até R$ 1.395 representavam 89,7% dos benefícios do INSS e 71,6% dos valores pagos no final de 2009. “O imposto de renda é por faixa. É mais justo assim”, afirmou Vaccarezza.

O líder voltou a afirmar que não concorda com um aumento linear de 7,7%. O limite seria de 7%, como já afirmou na semana passada. “Duvido se o setor privado vai dar o mesmo para as categorias que têm data-base em maio”, afirmou.
