GOVERNO NEGA AUMENTO DE R$ 40 BI A SERVIDORES

Sindicalistas apresentaram a fatura ao Ministério do Planejamento. No total, as reivindicações que esperam ver atendidas no ano que vem vão custar R$ 40 bilhões aos cofres públicos. Mas se depender da proposta do Orçamento da União de 2012 que o Planalto está prestes a concluir, os servidores federais não vão ver a cor desse dinheiro. Preocupado em cumprir a meta de ajuste fiscal, o Executivo fez cálculos preliminares e chegou ao seguinte resultado: mesmo sem qualquer aumento ao funcionalismo, já faltarão R$ 25 bilhões para fechar as contas em 2012. A razão é simples: o governo terá de arcar com um rombo de R$ 23 bilhões maior nos cofres da Previdência Social para bancar a correção de 14% do salário mínimo a partir de janeiro próximo. Por isso, já avisou aos sindicatos que, na melhor das hipóteses, atenderá apenas a algumas demandas pontuais. Reajuste linear, nem pensar.

Apesar das pressões e das ameaças de greve do funcionalismo federal, o governo manterá a categoria à míngua no ano que vem. Prestes a fechar a proposta do Orçamento da União de 2012, o primeiro feito na administração de Dilma Rousseff, o Ministério do Planejamento se deparou com uma fatura de R$ 40 bilhões apresentada por representantes dos servidores ao secretário de Recursos Humanos, Duvanier Paiva Ferreira. Com o caixa apertado e ciente de que sequer conseguirá cumprir a meta de ajuste fiscal no ano que vem, de 3,1% do Produto Interno Bruto (PIB), o Executivo já avisou aos sindicatos que, na melhor das hipóteses, atenderá a algumas demandas específicas. Reajuste linear, nem pensar.

“Os servidores apresentaram uma pauta geral e várias específicas. Pedimos para que ponderassem, pois precisamos fazer um balanço das prioridades”, disse Duvanier ao Correio. Na avaliação da equipe econômica, certamente o aumento da folha de salários não está entre os itens prioritários. Nos cálculos preliminares do Ministério da Fazenda, sem qualquer aumento ao funcionalismo, já faltarão R$ 25 bilhões para fechar as contas em 2012. A razão é simples: o governo terá de arcar com um rombo R$ 23 bilhões maior nos cofres da Previdência para bancar a correção de 14% do salário mínimo a partir de janeiro próximo.

A situação está tão difícil que emissários do Palácio do Planalto negociam com o Congresso a possibilidade de se abater gastos com o Programa de Aceleração do Crescimento (PAC) do superavit primário (economia para o pagamento de juros da dívida), que cairá 0,5 ponto percentual, para 2,6% do PIB. “Não há espaço para novas despesas no orçamento do governo”, disse Felipe Salto, economista da Consultoria Tendências. Segundo ele, se mantivesse, em 2012, a política de reajuste médio dos servidores dos últimos quatro anos da gestão do ex-presidente Lula, a folha de pessoal já daria um salto de R$ 20,6 bilhões.

“A cada R$ 1 de aumento, são gastos R$ 300 milhões adicionais. A estratégia do governo de postergar gastos, como o que foi feito no caso do salário mínimo (em 2010, não houve ganho acima da inflação), não é sustentável. Agora, o Executivo precisará se esforçar para honrar seus compromissos”, ressaltou. “O governo, de fato, tem um grande desafio pela frente. Além dos reajustes, a inflação preocupa”, acrescentou o economista da Austin Rating Leonardo dos Santos.

O primeiro sinal das dificuldades enfrentadas pelo governo para entrar em acordo com servidores já foi dado. A reunião marcada entre o secretário de Recursos Humanos do Planejamento e as entidades sindicais para a última sexta-feira foi adiada.

Sob o argumento de que não teve tempo hábil para formular a previsão orçamentária para reajustes, o ministério remarcou o encontro para esta quinta-feira.

Os sindicatos, que esperam discutir não apenas os valores, mas também as áreas que serão priorizadas, estão preocupados por causa do prazo para enviar o Projeto da Lei Orçamentária Anual para o Congresso, que se encerra em 31 de agosto.

Duvanier justificou que, no governo passado, entre 2007 e 2008, foram realizados 48 acordos que reorganizaram a estrutura remuneratória do Executivo e que, agora, é necessário fazer um balanço das mudanças e das prioridades do funcionalismo antes de definir reajustes. “O funcionalismo sabe muito bem o que foi feito. Dizem que (a negociação) está demorando. Mas esse não é um processo simples. Os servidores precisam conciliar a pauta geral com as específicas para chegar a um acordo”, afirmou.

O secretário-geral da Confederação dos Trabalhadores no Serviço Público Federal (Condsef), Josemilton Costa, disse que, antes de fechar a pauta de reivindicações, é necessário conhecer o montante disponível para a negociação. “O governo não sabe nem o que tem e está arrumando desculpas para protelar os reajustes.

Enxergamos muita dificuldade, mas, se quiser, o Planejamento conseguir cumprir o prazo para fechar o Orçamento”, afirmou. A categoria mantém a promessa de entrar em greve em todo o Brasil a partir de agosto caso não tenha respostas concretas.
