Portaria restrige destinação de produtos apreendidos pela Receita Federal

Portaria publicada no Diário Oficial da União da última sexta-feira, 22, restringe o encaminhamento de produtos apreendidos pela Receita Federal. No período de 3 de julho a 31 de outubro deste ano, as mercadorias apreendidas só poderão ser enviadas a órgãos da administração pública direta ou indireta, estadual ou municipal, em casos de situação de emergência ou de calamidade pública.
As mercadorias previstas nos programas sociais ou autorizados em lei, previamente destinadas antes do início do período citado na portaria, deverão ser entregues até o dia 2 de julho. A medida tenta evitar a caracterização de propaganda eleitoral institucional, principalmente no que se refere às mercadorias que, por suas características ou quantidades, possam ser distribuídas gratuitamente à população pelo órgão beneficiário.

As mercadorias apreendidas pela Receita Federal são encaminhadas aos órgãos da administração pública direta, por determinação do Governo Federal ou a pedido do próprio órgão, para atender demandas formalmente encaminhadas por entidades reconhecidamente filantrópicas, inscritas nos programas do governo.

O destino depende da natureza de cada uma. No caso de alimentos, por exemplo, normalmente apreendidos por sonegação de impostos no transporte de um estado para outro, o destino é a Companhia Brasileira de Abastecimento (CONAB) e, posteriormente, às entidades filantrópicas ou aos programas sociais, no caso de o alimento estar em boas condições de consumo.

Ano passado, a Receita registrou um recorde no valor das apreensões de mercadorias irregulares: R$ 152,3 milhões. O total ficou 5% acima do registrado em 2008. Só de veículos foram 2.984, num total de R$ 53,1 milhões. Os eletrônicos vieram em segundo lugar, com o total de R$ 24,5 milhões. Mas o maior aumento foi registrado na apreensão de cigarros, que subiu 36% em relação ao ano anterior, totalizando R$ 13,8 milhões. (Agência Brasil)
