PAA é modelo para países da América Latina

O Programa de Aquisição de Alimentos (PAA) do Ministério do Desenvolvimento Social e Combate à Fome (MDS) foi um dos destaques em um encontro ocorrido nesta segunda-feira (21), na Nicarágua, para trocar experiências e apresentar as ações brasileiras na área da segurança alimentar e agricultura familiar. O evento, que termina nesta terça-feira (22), visa difundir e ampliar o intercâmbio entre países da América Latina sobre as barreiras que enfrentam pequenos produtores nos mercados locais e nacionais de alimentos.

Segundo o coordenador da Secretaria Nacional de Segurança Alimentar e Nutricional (Sesan) do MDS, Marcelo Piccin, que participa do encontro, o PAA é referência para outros países. “Temos aprofundado a cooperação técnica entre os países de todas as Américas. E esses encontros se intensificaram nos últimos anos. O programa é uma referência construída desde 2003 no Brasil e tem conseguido melhorar a vida tanto dos agricultores familiares como das pessoas que precisam de boa alimentação.”

O coordenador da Sesan ressalta que o evento servirá para observar as políticas sociais implantadas nos países latino-americanos e funcionará como base na elaboração de marcos regulatórios e institucionais que permitam aumentar a participação da agricultura familiar como provedora de alimentos em programas de segurança alimentar.

Objetivo – O PAA é um instrumento da Política de Segurança Alimentar e Nutricional. O objetivo é garantir o acesso aos alimentos em quantidade, qualidade e regularidade necessárias às populações em situação de insegurança alimentar e nutricional e promover a inclusão econômica e social no campo, por meio do fortalecimento da agricultura familiar.

O programa compra o alimento diretamente do pequeno agricultor, valoriza e estimula a atividade da agricultura familiar, fortalecendo esse segmento, e incentiva a organização desses trabalhadores em cooperativas e outras formas de arranjos produtivos.

Na outra ponta, auxilia o combate à fome e à desnutrição, promovendo o acesso aos alimentos à população de baixa renda nas redes socioassistenciais (abrigos, casas albergues, creches e hospitais), escolas, Restaurantes Populares, Cozinhas Comunitárias e Bancos de Alimentos. Estima-se que em média anualmente 14 milhões de pessoas são beneficiadas com esse abastecimento.

A execução do programa é feita em parceria dos ministérios do Desenvolvimento Social e Combate à Fome e do Desenvolvimento Agrário, Conab, prefeituras e governos estaduais. Desde 2003, o PAA já investiu mais de R$ 3,5 bilhões na aquisição de 3,1 milhões de toneladas de alimentos de cerca de 160 mil agricultores por ano. Os produtos abastecem anualmente 25 mil entidades.

O orçamento do MDS para o programa em 2011 é de R$ 640 milhões para a compra de 437 mil toneladas de alimentos de 150 mil agricultores. A meta é atender 25 mil entidades socioassistenciais, beneficiando 18 milhões de pessoas.
