Missão agropecuária brasileira vai à China

A ampliação da exportação de produtos agropecuários é tema da pauta de missão do Ministério da Agricultura, Pecuária e Abastecimento à China, nestas quinta e sexta-feiras, 7 e 8 de abril. Chefiado pelo diretor do Departamento de inspeção de Produtos de Origem Animal da Secretaria de Defesa Agropecuária, Luiz Carlos Oliveira, o grupo vai ao país asiático para dar prosseguimento às negociações em relação às vendas de carne suína do Brasil e do tabaco produzido em Alagoas e na Bahia.

O diretor avalia que as negociações são de grande relevância para o setor. “A China representa um grande futuro para o comércio de produtos agropecuários brasileiros. A intenção do governo é ampliar a pauta de intercâmbio comercial de interesse do agronegócio nacional”, afirma.

A delegação vai discutir a abertura das exportações de carne suína do Brasil. Atualmente, o governo brasileiro negocia a aprovação de 26 estabelecimentos de abate, dos quais 13 já foram visitados e inspecionados pelos chineses no ano passado. Caso as negociações avancem, essa será a primeira vez que o Brasil exportará carne suína para a China, um dos maiores consumidores mundiais do produto.

Outra proposta da missão é ampliar a habilitação de outros estados, Bahia e Alagoas, para a exportação de tabaco. Hoje, o Brasil vende fumo proveniente apenas do Rio Grande do Sul. Para avançar nessas negociações, o país receberá a visita de inspetores chineses na época da safra, que começa em abril. O objetivo é auditar o processo de cultivo, armazenamento e transporte das folhas de tabaco baianas e alagoanas. Os estados são livres da doença mofo azul, pré-requisito do governo chinês para começar os embarques do produto.

Durante a missão também será discutida a ampliação do mercado de aves. O Brasil vai apresentar 28 solicitações de aprovação de estabelecimentos. O Ministério também pedirá autorização para a exportação de frutas cítricas e agendará a vinda de missões chinesas para a comercialização de milho e embriões bovinos.

“São negociações em curso e que sinalizam alguns avanços. Todavia, dependem de entendimentos técnicos fortalecidos por interesses comerciais bilaterais. A China libera cada commodity mediante protocolos sanitários específicos. Daí a necessidade de estabelecer uma pauta de protocolos e acordos prévios aos entendimentos comerciais”, explica Oliveira.

A consolidação das negociações se dará posteriormente com a visita da presidenta Dilma Rousseff à China entre os dias 12 e 15 de abril.

Comércio bilateral

Desde 2008, a China é o principal comprador de produtos agropecuários brasileiros. O país compra do Brasil mais que o dobro que o segundo colocado no ranking, os Países Baixos. Outro dado importante é o crescimento de 214%, nos últimos três anos, das exportações brasileiras de produtos agropecuários para a China, que passaram de US$ 3,5 bilhões em 2007 para US$ 11 bilhões em 2010.

O complexo soja (óleo, grão e farelo) lidera as compras chinesas, com US$ 7,9 bilhões ou 20 milhões de toneladas. Dos três subprodutos, o grão representa a maior parcela das importações: US$ 7,1 bilhões. O Brasil também exporta para a China produtos florestais (madeira, cortiça, celulose e subprodutos) totalizando US$ 1,28 bilhão.

O valor total das exportações do complexo sucroalcooleiro, que compreende açúcar e etanol, é de US$ 514,77 milhões, sendo US$ 514,76 milhões referentes à importação de açúcar. A China também importa carne bovina e de frango do Brasil. No ano passado, as importações do produto chegaram a US$ 225,6 milhões, dos quais US$ 219,6 milhões referem-se à importação de carne de frango.
