Ministro Paulo Bernardo fala à imprensa sobre servidores públicos
O ministro do Planejamento, Paulo Bernardo (foto), falou pelos cotovelos aos repórteres Daniel Lima e Luciana Lima, da Agência Brasil.

PB faz um apanhado geral da crise econômico, dos efeitos que ela causou e das heranças deixadas. Político, o ministro também aproveita para mandar recados.

Entre as muitas perguntas feitas pela dupla de colegas do site de notícias estatal destaco algumas:

“Que efeitos sobre as contas do governo a crise provocou?
Para se ter uma ideia: só com o aumento, relativamente pequeno, do desemprego até março já teve um aumento enorme de despesas com seguro-desemprego. Gastamos R$ 10 bilhões com o seguro-desemprego no primeiro semestre deste ano. Se deixássemos a economia se esborrachar, o governo acabaria tendo mais gastos e com mais custo social, mais tempo para resolver o problema. Acho que o governo atuou de forma correta.

E em relação aos salários?
No caso dos aumentos salariais, foi diferente. Negociamos os acordos salariais no momento pré-crise. Fizemos acordos para cumprir durante um período de três anos, até porque não tínhamos como dar a valorização que considerávamos razoável para o servidor público sem dividir ao longo dos anos. Dividimos para 2008, 2009 e 2010. Isso foi outro problema.

Poderíamos até avisar que não tinha dinheiro, que teríamos que suspender, transferir, mas a decisão do presidente foi cumprir o acordo. Evidentemente, se fosse hoje, não teríamos feito acordo naqueles patamares. Por outro lado, temos hoje servidores mais motivados, temos condições de cobrar mais. É verdade que já tem gente reivindicando, coisa que não temos como atender agora, mas acho que melhorou bem a situação dos servidores durante o governo Lula.

Como está a proposta de cobrar eficiência dos servidores públicos?
Nós já temos várias coisas que estão sendo implementadas. Todos os acordos salariais incluem gratificação por desempenho com a devida avaliação, embora nós ainda consideremos que isso não é suficiente. Além disso, estamos testando, em alguns órgãos, uma forma de avaliação mais aprofundada, inclusive ligada à remuneração salarial, com bônus por desempenho. O órgão que atingir seus objetivos, suas metas, tem um pouco mais de folga no Orçamento do ano seguinte.

Mas é importante destacar que a máquina pública sempre teve ilhas de excelência, como em qualquer lugar. Nós tivemos exemplos na diplomacia, na Receita, em vários órgãos, que sempre foram muito bem equipados com bons salários e funcionamento muito bom. No entanto, em outros lugares, como as agências do INSS [Instituto Nacional do Seguro Social], o salário era pequeno e a qualidade do serviço um pouco menor.

No início do governo Lula, as pessoas iam às filas à noite para serem atendidas pela manhã ou tinham de comprar senhas nas mãos de pessoas que se especializavam nessa prática. Hoje, nas agências do INSS, se agenda o atendimento. Quando [o segurado] vai lá, no máximo em 30 minutos pode ser aposentado. Mais ainda. Eles começaram a mandar, agora, para o “aposentando”, 30 dias antes, em casa, um comunicado dizendo o dia da aposentadoria. É só agendar para receber o benefício. Então, esse gasto foi bem feito em termos de atendimento para o cidadão.

Foram mudanças importantes porque era um vergonha, pois todo ano tinha uma greve na Previdência que nunca era de menos de um mês. O pessoal estava desestimulado, o salário era ruim, atendia sem aparelhamento. Hoje, as agências são todas informatizadas. Tanto que se você olhar, salvo uma exceção deste ano, faz quatro ou cinco anos que nós não temos greve do INSS.

Este ano, teve uma greve que envolveu 2 mil servidores do total de 38 mil. O que mede o desempenho do INSS é a fila. Se tiver um monte de gente lá [na fila], você não pode dizer que está bom. Hoje, você é atendido como gente. Dez anos atrás não era assim. Chegava lá e passava raiva. O servidor também sofria porque o cidadão jogava o problema para ele, brigava e queria bater nele. Nós conseguimos mudar isso. Agora, dizer que isso pode ser aferido. Acho que não.

Mas a burocracia no serviço público não continua sendo um problema no atendimento do cidadão?
Nós temos um cultura burocrática. Se você olhar a legislação, está cada vez pior por mais que procuremos fazer coisas para melhorar. O tipo de exigência que é colocada na legislação torna o processo cada vez mais burocratizante. Muitas vezes, o servidor fica inseguro pois pensa: se eu assinar isso aqui vou ser responsabilizado pessoalmente.

Veja o caso do Ibama [Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis], em que o presidente do instituto e mais sete servidores estão sendo processados porque deram uma licença a um empreendimento. Quer dizer, eles cumpriram a função deles, pois é a mesma do órgão, que é dar uma licença. Ou seja, se tiver alguma dificuldade nisso é do Estado brasileiro.

Agora, você processar o servidor, na verdade, é uma forma de garantir que não seja dada a licença. Acho até uma coisa ditatorial esse processo contra os servidores do Ibama, um abuso de autoridade, uma visão policialesca do Ministério Público, processar um servidor que cumpriu sua missão.”
