Governo simplifica importação de produtos veterinários

Os procedimentos para importação de produtos de uso veterinário e os destinados à alimentação animal estão mais simples. A Instrução Normativa nº 29 do Ministério da Agricultura, Pecuária e Abastecimento (Mapa) publicada nesta quarta-feira, 15 de setembro, desburocratiza o processo, mantendo as exigências de segurança e garantia da rastreabilidade (procedência) dos produtos, como medicamentos, rações, kits de diagnóstico e material para pesquisa. 

 

          A partir das novas regras, os fiscais do Mapa vão se concentrar nos produtos que representam risco à saúde dos animais e dos consumidores, explica Adauto Lima Rodrigues, chefe substituto do Departamento de Fiscalização de Insumos Pecuários (DFIP) do ministério. Ele cita como exemplo as rações com proteína animal, que demandam atenção especial por causa do controle da Encefalopatia Espongiforme Bovina (conhecida como “mal da vaca louca”). Para esses produtos, a instrução normativa prevê autorização prévia para importação.

 

           A exigência não será necessária para os produtos já registrados no Mapa ou com isenção de registro conforme a legislação nacional. Nessa categoria estão incluídos vitaminas e alguns ingredientes usados na fabricação de pet food.  “O serviço de inspeção reavaliou o risco da atividade de importação desses produtos e poderemos reduzir até pela metade o trabalho de análise das importações”, informa Rodrigues. Atualmente, o processo pode levar até 52 dias para ser concluído. O aperfeiçoamento da norma foi baseado em auditorias realizadas, em 2009, por fiscais federais agropecuários em São Paulo, Minas Gerais e Paraná. No ano passado, foram realizadas 8.615 análises para liberação de importação de produtos relacionados à alimentação animal.

 

         A nova legislação estabelece que o importador ou seu representante legal deve apresentar um requerimento ao Ministério da Agricultura, conforme modelo especificado na Instrução Normativa. O documento, que foi simplificado, é exigido apenas para os produtos que precisam de autorização prévia.

 

          A norma determina ainda que o importador siga os critérios para registro no Sistema Integrado de Comércio Exterior (Siscomex) do Ministério do Desenvolvimento, Indústria e Comércio Exterior (MDIC). Além disso, orienta como deve ser preenchido o formulário de Licenciamento de Importação (LI) do Siscomex e especifica procedimentos a serem seguidos na solicitação da entrada de cada tipo de produto no Brasil. Só estão excluídos dessa norma produtos mastigáveis vendidos como alimento para cães e gatos.

 

        Para o chefe substituto do DFIP, a edição da IN nº 29 demonstra que a dinâmica de avaliação fiscal e as rotinas de fiscalização e controle do Departamento estão em sintonia com a demanda do setor produtivo, sempre com base na avaliação de risco quanto a segurança e eficácia para a saúde dos animais e dos consumidores de produtos de origem animal.
