Contratações do crédito rural chegam a R$ 56,3 bilhões

Liberação dos recursos programados para a safra 2010/2011 ultrapassa 56%. Financiamentos para cooperativas, máquinas e médio produtor são destaque

As contratações do crédito rural passaram de 56% do total programado entre julho de 2010 e janeiro de 2011. Nesse período, os produtores contrataram R$ 56,3 bilhões dos R$ 100 bilhões previstos para a agricultura empresarial. O número mostra que os financiamentos do Plano Agrícola e Pecuário 2010/2011 superaram em 20,5% o volume contratado em período igual no ano passado (R$ 46,7 bilhões).

“O resultado reflete o bom cenário para a agricultura no Brasil e no mundo, com os preços das commodities valorizados. A situação estimula tanto o empreendedor como os agentes financeiros que operam o crédito rural”, avalia o diretor de Economia Agrícola do Ministério da Agricultura, Wilson Araújo.

Os recursos para custeio e comercialização ultrapassam R$ 42 bilhões, o que representa quase 56% do valor previsto para safra atual (R$ 75,5 bilhões). Os desembolsos dos programas de investimento chegam a R$ 8,3 bilhões. Além desses recursos, o governo colocou à disposição linhas especiais de crédito. Destaque para o Programa de Sustentação do Investimento (PSI-K), voltado à compra de máquinas de equipamentos agrícolas. Até janeiro, 93% do programado já estavam nas mãos dos produtores. São R$ 3,7 bilhões dos R$ 4 bilhões direcionados a essa linha de financiamento.

O crédito rural destinado a cooperativas também está com bom desempenho. Por meio do Programa de Capitalização de Cooperativas Agropecuárias (Procap-Agro) já foram liberados R$ 1,7 bilhão, 88,2% do programado no Plano Agrícola e Pecuário. Outros R$ 869 milhões foram contratados pelo Programa de Desenvolvimento Cooperativo para Agregação de Valor à Produção Agropecuária (Prodecoop), o equivalente a 43,5% do previsto para safra.

Já para o médio produtor foram liberados cerca de R$ 3,2 bilhões dos R$ 5,65 bilhões, entre julho de 2010 e janeiro de 2011, pelo Programa Nacional de Apoio ao Médio Produtor Rural (Pronamp). No segmento de custeio e comercialização, esse valor chega a R$ 2,4 bilhões, ou 63% do programado. Para investimento, as contratações alcançaram R$ 700 milhões contra R$ 436 milhões no mesmo período do ano anterior.

Programa de Sustentação do Investimento (PSI-K): foi criado em 2008, durante a crise financeira internacional, para tornar viável a compra de máquinas. Oferece juros de 5,5%, menores que a média do crédito rural (6,75%). Os interessados podem acessar a linha de crédito até o final de março de 2011.

Programa de Capitalização de Cooperativas Agropecuárias (Procap-Agro): linha de crédito direcionada às cooperativas de produção agropecuária, pesqueiras e aquícolas para recuperação ou reestruturação patrimonial. São R$ 2 bilhões a juros de 6,75% ao ano.

Programa de Desenvolvimento Cooperativo para Agregação de Valor à Produção Agropecuária (Prodecoop): vol tado à modernização dos sistemas produtivos e comercialização de cooperativas, com crédito de R$ 2 bilhões para capital de giro e investimento, a juros de 6,75% ao ano.

Programa Nacional de Apoio ao Médio Produtor Rural (Pronamp): destinado ao custeio, investimento e aquisição de máquinas e equipamentos pelo médio produtor rural, a juros de 6,25% ao ano. A classe média do campo é aquela que tem renda bruta média anual de R$ 500 mil. O programa, com dotação de R$ 5,65 bilhões, fixa limites de financiamento de R$ 200 mil para investimento e de R$ 275 mil para custeio, por produtor.
