Entidade vai investir R$ 20 milhões para ajudar ruralistas a produzirem de forma sustentável

Depois de 13 anos de embate com ambientalistas, a Confederação Nacional da Agricultura (CNA) lançou ontem, em Brasília, em parceria com a Empresa Brasileira de Pesquisas Agropecuárias (Embrapa), o projeto Biomas, que tem por objetivo instalar em cada um dos seis biomas brasileiros – cerrado, pampa, amazônico, mata atlântica, caatinga e pantanal – uma vitrine tecnológica que apoiará os produtores rurais no sentido de aumentar a produção de alimentos de forma sustentável.

– A questão ambiental é, pára nós, uma crise – destacou a presidente da CNA, a senadora Kátia Abreu (DEM-TO). – Todo mundo se entende mal, se expressa mal. Então procuramos um árbitro e optamos pela Embrapa, pela pesquisa, pela ciência.

Segundo a senadora, optar pela ciência não significa “o melhor dos mundos” para ruralistas e ambientalistas, mas a CNA acredita que vai “mais agradar, do que desagradar”.

Para viabilizar o projeto serão investidos R$ 20 milhões nos próximos nove anos. No Início, 240 pesquisadores estarão envolvidos: 60 da Embrapa e 180 de universidades parceiras. Do montante de recursos, 70% serão destinados à mobilidade dos pesquisadores.

O dinheiro ficará em uma conta exclusiva e será repassado à Embrapa de acordo com a demanda.

Até o final deste ano, o cerrado e a mata atlântica deverão receber suas vitrines tecnológicas.

Os biomas foram priorizados porque são as áreas de maior conflito entre ambientalistas e ruralistas, além da “Amazônia estar mais conservada”. Enquanto a Amazônia tem 84% de sua cobertura original, o Cerrado tem 60% e a Mata Atlântica 27%.A ideia é que em três meses seja feito o levantamento da área onde será instalada a vitrine e nos quatro meses seguintes os pesquisadores façam o trabalho de campo.

– Onde o produtor errou, onde foi exorbitado, vamos corrigir, mas quem vai determinar isto não será nenhuma ong, será a ciência – afirmou a senadora, que aproveitou alguns momentos para alfinetar o ministro do Meio Ambiente, Carlos Minc.

Polêmica O projeto da CNA é apresentado em meio a uma crise entre ruralistas e ambientalistas por mudanças no Código Florestal de 1965. Um dos pontos de maior conflito entre os dois grupos é o que diz respeito aos códigos florestais estaduais. Em 2009, o estado de Santa Catarina aprovou leis estaduais mais flexíveis do que as nacionais. Os deputados catarinenses reduziram em 84% as áreas de preservação permanente no estado.

Logo, as matas ciliares ao longo de córregos e rios passaram a ter cinco metros contra os 30 que exige a lei federal.

Para a senadora, a atual lei ambiental nacional “não tem nenhum nexo científico” e o que foi feito em Santa Catarina foi mal compreendido: – Lá tem muito morro, muita água, não sobra quase nada para plantar.

A democrata está descrente da votação do novo Código Florestal ainda este ano porque “temas polêmicos não são votados em ano de eleição”. Caso a previsão da senadora se confirme, ela espera que o projeto Bioma avance no sentido de mostrar aos legisladores a importância de se respeitar as especificidades de cada estado.

– É o início de boas práticas que vão induzir a lei – acredita Kátia. – Não dá para passar uma regra pelo Brasil como se fosse tudo igual.

O presidente da comissão especial da Câmara dos Deputados criada em 2009 para reformular o Código Florestal, deputado Aldo Rebelo (PC do B-SP), foi convidado para assistir uma apresentação do projeto.

Quanto as formulações do código, o Biomas prevê o desmatamento zero nas florestas, reflorestamento de Áreas de Proteção Permanente (APPS) de encostas, a consolidação das áreas de produção de alimentos e serviços ambientais para compensar os produtores que preservarem as florestas.

– No dia que tiver o preço para um hectare em pé, o Ibama nem vai precisar fiscalizar – acredita Kátia.
