Diretoria da ATEFFA_BA reúne-se e entrega Carteiras em Ipiau

 

 

A diretoria da ATEFFA-BA – Associação dos Técnicos de Fiscalização Federal Agropecuária do Estado da Bahia, representada pelo Presidente, Afrânio Freitas e pelo Vice-Presidente José Bezerra da Rocha (Bezerrão) reuniu-se hoje, às 9:30 horas no Escritório Local da CEPLAC – Comissão Executiva do plano da Lavoura Cacaueira – da cidade de Ipiau. O objetivo da reunião foi a entrega do Cartão e Distintivo de Identificação Funcional, informes sobre a reestruturação remuneratória e das ações da ANTEFFA – Associação Nacional dos Técnicos de Fiscalização Federal Agropecuária.

O Presidente da ATEFFA-BA, Afrânio Freitas, iniciou os trabalhos saudando os colegas e falando do prazer de mais uma vez estar reunido com os colegas daquela delegacia.

 Falou do Projeto de Lei 5 920/2009 que tramita na Câmara dos Deputados, enfatizando da expectativa positiva sobe a tramitação. Ressaltou que esse Projeto é de interesse do governo e por isso mesmo deve ser aprovado no tempo necessário para vigorar a partir do dia 01 de julho de 2010. “Naturalmente existem dificuldades, mas, deverão ser removidas, por isso mesmo, não existe motivo de preocupação da categoria, pois, o tempo que resta é suficiente para a aprovação no tempo necessário” disse Afrânio Freitas.

Ressaltou que por incrível que pareça os obstáculos existentes estão na nossa própria casa, ou seja, no MAPA – Ministério da Agricultura Pecuária e Abastecimento, isso em função, por conta, não da posição do governo, ao contrário, mas, pela reação dos Fiscais Federais Agropecuários, principalmente no tocante a modernização das atribuições e de uma emenda apresentada pelo governo.

Neste contexto ressaltou a importância do Deputado Federal Geraldo Simões que tem dado encaminhamento as questões relativas ao PL 5 920/209 tanto através da apresentação de emendas como nas intervenções de forma positiva nas diversas tentativas de paralisação do trâmite, trabalhando de forma articulada com outros parlamentares, para a rejeição de requerimentos visando o retardamento ou mesmo a paralisação do trâmite do Projeto. Lembrou também dos Parlamentares que estão apoiando nossas ações em Brasília, como Zonta, Marquezelli, Mauro Nassif e outros.

Informou que o prazo para a apresentação de emendas na Comissão de Finanças foi encerrado no dia 14 de abril, e, portanto, deve seguir para apreciação final, pela relatoria,  e em seguida levado a plenária da comissão, quando segue finalmente para a comissão de Constituição e Justiça.

O Presidente, Afrânio Freitas, salientou também a necessidade de se estabelecer um diálogo entre a ANTEFFA e ANFFA SINDICAL, no sentido de se resolver através do diálogo, os problemas entre as duas categorias e para isso já havia iniciado uma conversa entre nosso ex colega, Fiscal Federal, Eduardo Magalhães que intermediou um contato, inclusive já efetuado, com o Delegado da ANFFA SINDICAL na Bahia, Paulo Reis, no sentido de dar início a discussão desse processo.

Afirmou que a ANTEFFA está cobrando e o MAPA já está trabalhando a Portaria que definirá os critérios da Avaliação Desempenho Funcional que representa um valor significativo na remuneração da categoria.

Sobre o IV Congresso Nacional dos Técnicos de Fiscalização Federal Agropecuária a ser realizado, entre os dias 23 a 27 de agosto, na cidade de Foz do Iguaçu, afirmou que a ATEFFA-BA, está fechando uma proposta com a CVC para propiciar condições para que os associados da ATEFFA possam manter a tradição de participar de forma efetiva no evento.

Sobre os Auxiliares Operacionais em Agropecuária informou que das categorias as quais a ANTEFFA representa foi a única que não foi beneficiada com a percepção da GDATFA, mas, de qualquer forma, houve avanços através do trabalho da modernização das atribuições, e da inclusão na portaria que estabelece o direito ao Cartão e Distintivo de Identificação Funcional que na realidade reconhece o cargo como pertencente a área técnica de fiscalização do MAPA.

Colocou também para o grupo a possibilidade do mesmo  se manifestar sobre as condições gerais de trabalho na CEPLAC  e em seguida passou a palavra para o Vice Presidente José Bezerra da Rocha (Bezerrão) que falou sobre a questão da divergência entre Fiscais e Técnicos do MAPA onde defende uma conversa conjunta entre as duas categorias a nível nacional no sentido de resolução dos problemas entre as categorias.

Finalizando os trabalhos foi realizada a entrega dos Cartões e Distintivos de Identificação Funcional para os associados daquela delegacia.
